Zoning Diagnostic & Approach Report Update
The City has started the process of updating the Zoning Ordinance, the first major action to implement the newly adopted Comprehensive Plan and Affordable Housing Plan. 
As part of this process, we will be actively seeking input and feedback from the entire community at key milestones.
We are approaching our first milestone! Later this week, we will release the draft "Zoning Diagnostic & Approach Report." This document identifies issues with the current ordinance and establishes a proposed approach to updating the ordinance.
We will send another email update when the document and other related information is available. The community comment period will extend through August.
What is the Zoning Ordinance and Why is it Being Rewritten?
The Zoning Ordinance comprises a set of municipal laws that regulate the development of buildings and the use of land. It is an important factor in how the community manages and prepares for the growth and evolution of its physical space.
You can learn more about zoning in the Zoning 101 overview posted on the Cville Plans together website. 
The goal of the zoning ordinance rewrite is two-fold:
To ensure that the zoning ordinance effectively implements the Affordable Housing Plan and the newly updated Comprehensive Plan, including the Future Land Use Map.
To make other needed updates to streamline and clarify the ordinance.
Upcoming Open House - Please Save the Date!
What: Drop-in Open House
Date: Monday, June 27, 2022
Location: Ting Pavilion (700 E Main St)
Time: 4:00 - 8:00 pm
Purpose: Kick off the community review and comment period for the Zoning Diagnostic and Approach Report
The City will host an in-person open house event to gather input on the proposed zoning approach. Please note that we have not yet developed a draft zoning map or draft zoning text. The Report outlines a proposed set of changes and the purpose of this event and the summer community comment period is to gather input on this approach before we share a draft zoning map and text.
Please drop in any time between 4-8pm on June 27 at the Ting Pavilion. There will be a series of informational stations where you can learn more about the analysis of the current zoning ordinance and our proposed approach to the rewrite. 
We encourage you to consider walking, biking, or taking a bus or trolley to the meeting.
If you will be driving to the event, the closest parking area is the Market Street garage. A 4-hour parking validation ticket will be provided to attendees as needed.
In the case of severe or inclement weather, please check the website for updates about the open house date and location.

Cville Plans Together Begins Zoning Ordinance Rewrite
CHARLOTTESVILLE, VA - The City has started the process of updating the Zoning Ordinance, the first major action to implement the newly adopted Comprehensive Plan and Affordable Housing Plan.  This work will take just over a year and the City is actively seeking input and feedback from the entire community.  The City is working with a consultant team led by Rhodeside Harwell, Inc.
Overview
The City of Charlottesville Department of Neighborhood Development Services has been working in partnership with a consultant team on a three-part process.  Earlier efforts focused on updating Charlottesville’s Comprehensive Plan (adopted November 2021) and creation of an Affordable Housing Plan (endorsed by City Council in March 2021).  The third and final part of this project (called Cville Plans Together) is a zoning ordinance rewrite.
Zoning is the body of municipal laws that regulate the development of buildings and the use of land.  Zoning is an important factor in the affordability of housing, the availability of commercial space, and in how the community manages and prepares for the growth and evolution of its physical space.
Purpose
Cville Plans Together is an ambitious effort by the City to create a vision for the City's future and identify actions to get us there with an emphasis on addressing critical issues of equity and affordable housing.  The goal of the zoning ordinance rewrite is two-fold:
  • To ensure that the zoning ordinance effectively implements the Affordable Housing Plan and the newly updated Comprehensive Plan, including the Future Land Use Map
  • To make other needed updates to streamline and clarify the ordinance
Current Activities
The first steps in the zoning ordinance rewrite are to identify the changes that are needed to the zoning ordinance and lay out a process for addressing them. The Cville Plans Together team will be working on this element of the project in Winter 2022, and plans to share materials for public input in Spring 2022.

The Charlottesville Police Department and Animal Control

The Charlottesville Police Department and Animal Control is continuing to look for a wild fox seen behaving aggressively earlier this week in the area of First Street N, W. High Street and Harris Street.  CPD has received additional reports of sightings of the fox, but no additional reports of any attacks.

Should anyone see a fox or any other animal acting suspiciously, they are asked to get to a safe location and contact CPD so the animal can be checked on. If this is an emergency situation or you have the animal in direct sight please use 911 to report the incident. If you are calling for informational purposes, please use the non-emergency number at the Emergency Communications Center (434-977-9041).  
Do not approach or attempt to capture the fox yourself. 
 
Some additional tips from the Thomas Jefferson Health District to reduce the risk of exposure to rabies:
 
  • Don’t feed or water your pets outside – empty bowls attract wild and stray animals
  • Keep garbage securely covered
  • Do not keep wild animals as pets and teach your children never to handle unfamiliar animals, even if they appear friendly
  • ​If you see a wild animal acting strangely, report it to local animal control officials

"Streets That Work" Committee

The City Council is looking for three citizens to serve on a Code Audit and Streets That Work advisory committee.  Applications will be accepted by the City Clerk until November 21st. If you are interested in offering comments about the Streets That Work plan (what makes a street work well? what leads to a street not working so well? what do you think would improve your commute?), please consider attending a project meeting with staff at the Neighborhood Development Services conference room in City Hall on December 2, 2014 between 5-6:30 pm.

Eyes Wide Open Exhibit at The Thomas Jefferson Memorial Unitarian Universalist

The Thomas Jefferson Memorial Unitarian Universalist will host the Eyes Wide Open Exhibit sponsored by the Charlottesville Center for Peace and Justice on Sunday, November 9, 2014. The exhibit has been created by the American Friends Service Committee and is a powerful and silent display of the costs of war. Members of the church have volunteered to supervise the exhibit and to talk with those who come to see it, but there will be members of the Charlottesville Center for Peace and Justice present as well.

The City of Charlottesville Begins New Recycling Program

Starting July 1, 2014, residents on City-maintained streets can begin using the recently distributed wheeled recycling carts. The bi-weekly initiative kicks off this week with collection in Zone A neighborhoods, and Zone B neighborhoods the following week. Recycling days will continue to coincide with the current trash collection days.

Standing by the Green City vision, even if residents choose not to participate in the new recycling program, refuse collected by the City’s low-cost trash program will be sorted for recyclable items. However, the City is grateful for customers’ continued diligence in separating recyclables from trash. Since single-stream recycling requires that recyclables are not contaminated by food and garbage, separation prior to collection ensures a higher ratio of recycled materials to landfill waste. For more information, please visit the EPA resources linked on the website.

City residents will now be able to recycle most types of plastics, #1-#7 as well as paper, glass, and aluminum products. Exceptions to acceptable items include plastic bags and small caps and lids. These items tend to create litter on the streets and interfere with the machines in the processing facility. Questions about recyclable items can be directed to County Waste at 434-296-6000.

Residents are encouraged to try the 95-gallon cart for a few weeks before requesting a smaller size. Those who wish to opt out of the standard size may do so by phone or website. If residents have physical limitations, the red and green 18-gallon City bins may be used during the transition period, until adjustments are made. Thank you for recycling!

Planning Commission and City Council Meeting

Charlottesville's Board of Architectural Review recommended that City Council should designate a portion of the Rugby Road corridor as a Historic Conservation District based on an application prepared by the Venable Neighborhood Association. The next event in this potential rezoning process will be a joint public hearing with the Planning Commission and City Council that will take place on Tuesday July 8, 2014 at City Hall. City Council will then hold two readings at separate meetings, probably in August
